Questo dipinto nel Campidoglio degli Stati Uniti Rotunda raffigura la presentazione del progetto della Dichiarazione di Indipendenza al Congresso. Era basato su una versione molto più piccola della stessa scena, attualmente tenuta dalla Yale University Art Gallery. Trumbull dipinse molte delle figure nell'immagine dalla vita e visitò la Sala dell'Indipendenza anche per descrivere la camera dove il Secondo Congresso Continentale si incontrò. L'opera petrolifera fu commissionata nel 1817, acquistata nel 1819, e posta nella rotonda nel 1826.
