Around 1890, Penrose left Ireland alongside his father and the rest of his family to settle in Hertfordshire, near London. He became a regular presence at the Royal Academy of Arts in London, exhibiting his work there consistently from the 1890s until 1927. He was also a man of significant property, owning the wider Oxhey Grange Estate. This project was intended to provide a more pleasant environment for the local workforce, offering an alternative to the nearby public houses.

He spent time documenting the mills and the labor associated with this trade near Wisbech.
