Born in Woodcockdale, near Linlithgow, Scotland, his early years were marked by a profound connection to the natural world. As a child, he found himself captivated by the textures of the earth, often spending hours at seashore pits modeling clay or meticulously copying shells. This innate passion for capturing nature was nurtured by the presence of his father's paints, oils, and brushes, which served as the essential tools of his childhood. His formal artistic journey began in Glasgow and continued through Lanark Grammar School, eventually leading him to the prestigious Trustees' Academy in Edinburgh, where he studied under Thomas Duncan.

Fraser’s development was further refined through rigorous training at the life school of the Royal Scottish Academy. This period of intense study allowed him to transition from a child enamored with sketches of horses and boats into a sophisticated landscape painter. His ability to translate the atmosphere of the Scottish countryside onto canvas earned him significant recognition within the artistic community, eventually leading to his election as an Associate of the Royal Scottish Academy in 1858 and a full Academician in 1862.
