Harriet Bell era un defensor estadounidense de los derechos de discapacidad. Nació el 14 de julio de 1923, en Nueva York, Estados Unidos. Bell contrajo polio en 1954 y se limitó a un pulmón de hierro. She was determined to take control of her life and became a co-founder and director of the Polio Information Center and a member of the New York State Board for Nursing. Bell también fue presidente de la junta hospitalaria por cuatro términos y participó en la redacción de la Carta de Derechos de los Pacientes.
