In den 1890er Jahren ließ sich Harmer in Santa Barbara nieder und begann, Porträts und Genreszenen zu malen, die die mexikanische Ära Kaliforniens idealisieren. Nach einer nördlichen Provinz von Mexiko wurde das kalifornische Gebiet in große Gutshöfe unterteilt, die einige prominente Familien von Californio besaßen.
