Arthur Heygate Mackmurdo entdeckte in dem Prozess der Suche nach Mitteln, um diese Dorfhalle für sein lokales Dorf Great Totham, Maldon, Essex, zu bauen, die Arbeit der ländlichen Gemeinderäte entdeckte und war an der Bildung einer ähnlichen Initiative für seine eigene Gemeinschaft beteiligt. Die RCCs versuchten, die engmaschigen ländlichen Gemeinden zu schützen und zu pflegen, zum Teil durch die Bereitstellung und Aufrechterhaltung gemeinschaftlicher Räume. Diese Arbeit war eine Antwort auf die wahrgenommene Einmischung der Entwicklung aus nahe gelegenen Städten. Großes Totham Village Hall wurde um 1909 gebaut und ist heute noch im Einsatz.
