Robert McClelland (1807–1880) diente drei Begriffe im US-Repräsentantenhaus und zwei Begriffe als Gouverneur von Michigan, bevor er vom Präsidenten Pierce zum Sekretär des Innern ernannt wurde. Dass die Verwaltung der öffentlichen Flächen, des Rentensystems und der indischen Angelegenheiten anfällig für Korruption war, verpflichtete sich McClelland zur Umsetzung von administrativen Reformen, die ihn zu wenig Gunsten unter den Landspekulanten heilten.
