Einer der führenden Männer in Kolonial Pennsylvania, Thomas Mifflin (1744–1800) später wurde Gouverneur des Staates und ein Mitglied der Gesetzgeber. Während des Revolutionären Krieges diente er mit Trumbull als Hilfslager für General George Washington. Trumbull malte dieses Miniaturportrait gleichzeitig mit dem fast identischen Beispiel in der Sammlung von Yale University Art Gallery. Trumbull nutzte die Miniaturporträts für Darstellungen von Mifflin in zwei seiner großen Geschichtsmalereien: "Der Tod von General Mercer bei der Schlacht von Princeton" und "The Resignation of General Washington" (beide Yale University Art Gallery, New Haven, Conn.).
