Andrés Marcelino Pérez de Valencia, natural de Popayán, ingresó al Colegio del Rosario en 1784, como colegial de Derecho zivil y luego estudió Teología. En 1787, fue elegido Vicerector. Se le reconoce por sus trabajos de arquitectura (en el óleo se ven las Obras de Vitruvio) en Popayán, junto con Francisco José de Caldas. Su retrato fue donado al Colegio en 1855.
