Nach dem Studium mit William Merritt Chase und Robert Henri in New York zog Nebraska-born Spencer 1906 nach New Hope. Er setzte sein Studium mit Daniel Garber fort und traf seine zukünftige Frau Margaret Fulton, selbst ein vollendeter Architekt, zu Hause von William Lathrop. Spencer erhielt eine frühe Schirmherrschaft von Duncan Phillips, dem gefeierten Washington DC Sammler. Der Künstler zeichnete sich von seinen New Hope-Kollegen durch geschickte Renderings des Alltags in der Gemeinschaft aus, die oft Mühlen, Mieten und Fabriken von New Hope und Umgebung darstellen. Er behauptete: „Eine Landschaft ohne Gebäude oder Figur ist ein sehr einsames Bild für mich. „
