En los años 1890, Harmer se estableció en Santa Bárbara y comenzó a pintar retratos y escenas de género idealizando la era mexicana de California. Una vez una provincia norteña de México, el territorio de California se dividió en grandes fincas propiedad de algunas familias prominentes de Californio. Estos ranchos apoyaron a vastos rebaños ganaderos, haciendo de la ganadería la principal fuente de riqueza antes del Gold Rush. Considerado uno del sur de California
