Samuel Mifflin (1724–1781), un afluente empresario de Filadelfia, encargó este retrato y su colgante (22.153.2) en 1777. Un ferviente patriota, ordenó tres batallones de artillería y sirvió en el Consejo de Seguridad de Pensilvania durante la Guerra Revolucionaria. También contribuyó con una gran suma al fondo establecido para equipar al ejército de George Washington. Este trabajo muestra la fuerte influencia de John Singleton Copley. Al igual que Copley, Peale transmitió una impresión de importancia por medio de un ajuste suntuoso y una presentación firme y franca de la persona portuaria del sitter. El vislumbre de mar y barco a través de la ventana alude al éxito mercantil de Mifflin.
