En 1519, el rey Carlos Propuse celebrar la corte por delegación, enviando una embajada a Valencia presidida por el obispo de Tortosa, el cardenal Adriano de Utrecht (más tarde el Papa Adrian VI), que provocaría la indignación de los nobles y los gremios gemidos. El rechazo de un rey que no había jurado a los fueros y que no llamó a las Cortes agravaría el malestar social que daría paso, el año 1520 a la revuelta de los alemanes.
