William Roscoe (1753-1831) fue un historiador, poeta, coleccionista de arte, abogado, político y filántropo. Se levantó de humildes comienzos para convertirse en una de las figuras más destacadas de la historia de Liverpool. Desempeñó un papel importante en el desarrollo de la vida cultural de la ciudad durante su crecimiento comercial a finales del siglo XVIII y principios del XIX. Una gran parte de su colección pionera de primeras pinturas italianas y neoterlandesas está ahora en la galería de arte Walker.
