Dans les années 1890, Harmer s'installe à Santa Barbara et commence à peindre des portraits et des scènes de genre idéalisant l'ère mexicaine de la Californie. Autrefois une province du nord du Mexique, le territoire californien était divisé en grandes propriétés appartenant à quelques grandes familles californiennes. Ces ranchos ont soutenu de vastes troupeaux de bétail, faisant de l'élevage la principale source de richesse avant la ruée vers l'or. Considéré comme l'un des pays du sud de la Californie
