Arthur Severn était le fils de Joseph Severn (1793-1879), peintre et ami de John Keats durant ses dernières années à Rome. Il expose sa première peinture à l'Académie royale en 1863, puis au Royal Institute of Water Colour Painters. Il épousa en 1871 la cousine de Ruskin, Joan Agnew, et l'année suivante ils accompagnèrent Ruskin à Venise avec Albert Goodwin. Il a peint Venise à plusieurs reprises, et a été à son meilleur dans ce genre d'aquarelle fraîche et informelle.
