Andrés Marcelino Pérez de Valencia, naturel de Popayán, ingresó al Colegio del Rosario en 1784, como collégial de Derecho civil y luego estudió Teologia. En 1787, fue elegido vicerrector. Se le reconoce por sus trabajos de arquitectura (en el óleo se ven las Obras de Vitruvio) en Popayán, junto con Francisco José de Caldas. Su retrato fue donado al Colegio en 1855.
