Nel 1890 Harmer si stabilì a Santa Barbara e iniziò a dipingere ritratti e scene di genere idealizzando l'era messicana della California. Una volta provincia settentrionale del Messico, il territorio californiano era diviso in grandi proprietà di alcune importanti famiglie di Californio.
