Josephine Leall Willson Bruce è stato un educatore e attivista che ha lavorato a stretto contatto con Booker T. Washington. Era figlia di un ricco dentista, il dottor Joseph Willson, e di un musicista, Elizabeth Harnett Willson. Josephine divenne il primo afro-americano della facoltà di una scuola pubblica di Cleveland. Nel 1878 sposò Blanche K. Bruce del Mississippi, l'unico senatore degli Stati Uniti. Vivendo a Washington D.C., Willson Bruce ha organizzato l'Organizzazione Nazionale delle Donne Afroamericane, che è cresciuta nella National Association of Colored Women. Dopo la morte del marito del 1898, Willson Bruce divenne il decano delle donne al Tuskegee Institute e gestiva le piantagioni di cotone della sua famiglia nel sud. Nel 1895, Willson Bruce ebbe finalmente successo nella sua lotta per il passaggio di una risoluzione per stabilire un annuale Negro History Celebration Observation, che ispirò Carter G. Woodson per creare Black History Month.
