Charles Williams (1942-1998) è nato a Blue Diamond, Kentucky, un luogo che ha descritto come una "piccola città vecchia di campagna in territorio minerario di carbone, a otto miglia da Hazard, Kentucky, di nuovo nella cavità dove i neri vivevano." Da bambino, Williams si è insegnato a disegnare copiando figure di fumetti come Superman, Dick Tracy e Capitan Marvel. Mostrato qui è una delle prime edizioni del primo fumetto originale di Williams, J.C. del Job Corps. I fumetti apparvero a pagina 8 del Breckinridge Bugle, il giornale del Breckinridge Job Corps Center che Williams si iscrisse per imparare le abilità pratiche di lavoro dopo aver abbandonato il college. Williams alla fine creò un intero elenco di personaggi tra cui J.C. del Job Corps, Captain Galaxy, Captain Soul, Black Son e Captain Thirteen, tra gli altri.
