Wagner iniziò i suoi studi all'Accademia della Pennsylvania delle Belle Arti sotto Thomas Eakins e Thomas Anshutz nei primi anni 1880. Come molti dei suoi colleghi New Hope, l'artista preferiva la pittura en plein air, in particolare le scene invernali e specializzate in ferrovie e viste sul canale come questo lavoro. Nel 1913 Wagner espose due opere nel punto di riferimento Armory Show di New York che introdusse gli americani alle tendenze del modernismo europeo.
