Uno dei principali uomini della Pennsylvania coloniale, Thomas Mifflin (1744–1800) divenne poi governatore dello Stato e membro della legislatura. Durante la guerra rivoluzionaria, servì con Trumbull come aiutante di campo al generale George Washington. Trumbull dipinse questo ritratto in miniatura contemporaneamente all'esempio quasi identico della collezione di Yale University Art Gallery. Trumbull usò i ritratti in miniatura per le raffigurazioni di Mifflin in due dei suoi dipinti di storia più importanti, "The Death of General Mercer at the Battle of Princeton" e "The Resignation of General Washington" (entrambi Yale University Art Gallery, New Haven, Conn.).
