Arthur Severn era figlio di Joseph Severn (1793-1879), pittore e amico di John Keats durante i suoi ultimi anni a Roma. Ha esposto il suo primo dipinto alla Royal Academy nel 1863 e successivamente mostrato al Royal Institute of Water Colour Painters. Sposò la cugina di Ruskin Joan Agnew nel 1871, e nell'anno successivo accompagnarono Ruskin a Venezia con Albert Goodwin. Dipinse Venezia in molte occasioni successive, e fu al meglio in questo tipo di acquerello fresco e informale.
