Questo piano, mostrando le caratteristiche che il cantiere di Cartagena doveva avere, è attribuito al Marchese di La Victoria e all'ingegnere Sebastián Feringán. Entrambi gli uomini erano figure chiave nella costruzione del cantiere, che fu costruito tra il 1732 e il 1782. Dopo la firma del trattato di Utrecht nel 1713, una delle disposizioni principali che Filippo V introdusse per apportare miglioramenti alla Marina spagnola fu la costruzione di cantieri portuali a Ferrol, Cádiz, Cartagena e successivamente a L'Avana. La costruzione di questi cantieri, che erano strutture complesse ma essenziali per la costruzione e la manutenzione di nuove navi, ha portato a grandi cambiamenti nelle città in cui sono stati costruiti e rappresentato una sfida senza precedenti per gli ingegneri incaricati del loro design.
