Dopo aver studiato con William Merritt Chase e Robert Henri a New York, Spencer, nato Nebraska, si trasferì a New Hope nel 1906. Proseguì gli studi con Daniel Garber e incontrò la sua futura moglie, Margaret Fulton, lei stessa architetto, nella casa di William Lathrop. Spencer ricevette il primo patrocinio da Duncan Phillips, il celebre collezionista di Washington DC. L'artista si distinse dai suoi colleghi di New Hope facendo abili rendering della vita di tutti i giorni nella comunità, spesso raffigurando mulini, tenements e fabbriche di New Hope e dintorni. Egli ha affermato: “Un paesaggio senza un edificio o una figura è un quadro molto solitario per me. ”
