Samuel Cooper è considerato il miniaturista del XVII secolo. Cooper ha imparato il mestiere da suo zio, John Hoskins. Durante il periodo di dominio parlamentare inglese noto come Interregnum, Cooper fu impiegato da Oliver Cromwell, che servì come Lord Protector del Commonwealth di Inghilterra, Scozia e Irlanda dal 1653 al 1658. Questa miniatura mostra la figlia più giovane di Cromwell, Frances, a 16 anni. Cooper divenne il pittore di corte del re Carlo II quando la monarchia inglese fu restaurata nel 1660, due anni dopo la morte di Cromwell. Secondo un diario di periodo, il nuovo re si sedette immediatamente per Cooper per fare “un pastello del volto e della testa del re, per fare i francobolli” per le monete di nuova emissione.
