福岡県水間郡市で生まれ、福岡県柳川市のデンシュカン中学校を卒業。 東京美術学校に入学し、その後、高村公園の彫刻を学んだ後、学校で教え始めた。 1922年、東京工芸高校の彫刻・工芸科の助教に就任。 作品は、帝国展と日本美術アカデミーが繰り返す。 1919年に「柳川新報」の新聞記事によると、柳川の川の屋久館で北原七次郎の彫刻の展覧会が開かれ、作品の三味線が展示されていました。そのうちの1つは、立旗家が展示しました。 この記事で述べた彫刻は、ここで表示されている「収穫の女神」と見なされます。
