George Nathaniel Curzon, 1st Marquess Curzon of Kedleston (1859–1925), who served as a Cabinet Minister (Lord Privy Seal) in the Asquith coalition government, was appointed President of the Air Board on May 15, 1916, in order to give the Air Board greater status in its attempts to reorganize the activities and supply of the Army’s Royal Flying Corps and the Navy’s Royal Navy Air Service.
