Allievo di Giovanni Paolo Panini a Roma, Joli era attivo principalmente come pittore di scenografie teatrali a Dresda, Madrid, Londra, Napoli, e soprattutto Venezia, dove fu influenzato da Canaletto. Dal 1744 al 1748 lavorò a Londra al King's Theatre, Haymarket. Ha anche prodotto dipinti topografici popolari tra collezionisti inglesi. Questo lavoro combina queste due modalità: il primo piano immaginario opera come un palcoscenico ispirato all'antichità, mentre lo sfondo è una vista contemporanea del fiume Tamigi con la Cattedrale di San Paolo, la Torre di Londra e il Ponte Vecchio di Londra.
