La vista di Arthur Quartley di diverse piccole barche da pesca è stata dipinta nel 1879. Fu probabilmente acquistato da Julia e Frederick Billings al momento della morte dell'artista a New York nel maggio 1886. Quartley era il figlio di un incisore inglese e pittore del paesaggio. Venne portato in America quando giovane, e apprese ad uno studio di decorazione a Baltimora. Nel 1875 aprì uno studio a New York e divenne membro dell'Accademia Nazionale nel 1886. L'artista era più conosciuto per le sue viste marine e paesaggistiche, molti dipinti al largo della costa del New Hampshire.
