Samuel Mifflin (1724-1781), un riche homme d'affaires de Philadelphie, a commandé ce portrait et son pendentif (22.153.2) en 1777. Patriote ardent, il commanda trois bataillons d'artillerie et servit au Conseil de sécurité de Pennsylvanie pendant la guerre révolutionnaire. Il a également versé une grande somme au fonds établi pour équiper l'armée de George Washington. Ce travail montre la forte influence de John Singleton Copley. Comme Copley, Peale a fait part d'une impression d'importance au moyen d'un cadre somptueux et d'une présentation ferme et franche de la personne portière. L'aperçu de la mer et du bateau par la fenêtre fait allusion au succès mercantile de Mifflin.
