El jefe del canciller y el segundo teniente del gran visón sentado en el suelo detrás de su mesa de escritura, rodeado de papeles. Del 2 de agosto de 1718 a la rebelión de Patrona Halil en septiembre de 1730 Üçanbarli Mehmed Efendi estaba en el cargo de Reis Efendi. Fue considerado uno de los mayores eruditos de su tiempo y hay relativamente muchos datos biográficos conocidos sobre él. Nació en Estambul en 1673 ó 1674 y murió en agosto o septiembre de 1732. En el retrato que Vanmour hizo de él probablemente tiene unos 57 años. Su apodo era Üçanbarli, que significa "tres almacenes" y se refiere a sus posesiones.
