William Roscoe (1753-1831) è stato uno storico, poeta, collezionista d'arte, avvocato, politico e filantropo. È passato da umili origini per diventare una delle figure più importanti della storia di Liverpool. Ha svolto un ruolo importante nello sviluppo della vita culturale della città durante la sua crescita commerciale nel tardo XVIII e all'inizio del XIX secolo. Gran parte della sua collezione pionieristica di primi dipinti italiani e olandesi è ora nella Walker Art Gallery.
