George Nathaniel Curzon, I Marquess Curzon di Kedleston (1859-1925), che servì come ministro del Gabinetto (Lord Privy Seal) nel governo della coalizione Asquith, fu nominato presidente del Consiglio d'Aeronautica il 15 maggio 1916, al fine di dare al Consiglio d'Aeronautica maggiore status nei suoi tentativi di riorganizzare le attività e la fornitura del Royal Flying Corps dell'esercito e del Royal Navy Air Service. La medaglia di Eberbach suggerisce che la disorganizzazione nelle forze aeree britanniche continuerà ad essere sfruttata dalla campagna di bombardamento strategico tedesca sull’Inghilterra. La morte guida le navi aeronautiche tedesche per bombardare le fabbriche britanniche; all'interno della curva: DER BRITENSCHRECK (“Il terrore del Paese”)
