Andrés Marcelino Pérez de Valencia, natural de Popayán, ingresó al Colegio del Rosario en 1784, como colegial de Derecho civil y luego estudió Teología. En 1787, fue elegido vicerrector.Se le reconoce por sus trabajos de arquitectura (en el óleo se ven las Obras de Vitruvio) en Popayán, junto con Francisco José de Caldas. Su retrato fue donado al Colegio en 1855. Una nota biográfica más extensa está en el blog del Archivo Histórico.
