Un concorso per la progettazione di un edificio permanente di esposizioni a Melbourne è stato annunciato a fine 1877. Joseph Reed degli architetti Reed & Barnes fu annunciato il vincitore nel maggio 1878, e nel febbraio 1879 fu in corso la costruzione a Carlton Gardens. Nel maggio 1879 i commissari dell'Esposizione sanzionarono l'aggiunta di due annessi permanenti di macchinari e 100.000 metri quadrati di annessione temporanea a seguito di un'enorme richiesta da parte degli espositori stranieri. Gli annessi permanenti sono stati progettati da Reed, mentre i signori Walker & Haliday sono stati incaricati di progettare e costruire l'annessione temporanea. Gli edifici espositivi e ridisegnati Carlton Gardens furono terminati in tempo per l'apertura della Melbourne International Exhibition il 1o ottobre 1880, anche se i lavori di ritocco continuarono per circa un mese dopo quella data.
