Heinrich von Stephan (July 29, 1831 – April 8, 1897) was a German postal administrator and politician. He is best known for his role as the first director of the German Postal Service and his efforts to establish an international postal union. Stephan was born in Berlin, Prussia. He studied law at the University of Berlin and later worked in the Prussian postal service. In 1868, he became the head of the Prussian postal administration and played a key role in the development of the German postal system. Stephan was also involved in international postal affairs and served as the president of the Universal Postal Union from 1878 to 1896. He died on April 8, 1897, in Berlin.
