Arthur Meltzer was an American painter born in Minneapolis in 1893. He studied at the Pennsylvania Academy of the Fine Arts and later became an instructor at the Pennsylvania Academy of the Fine Arts in Philadelphia. He was known for his landscape and portrait paintings. Meltzer passed away in 1989.
