Biography:
Frank Selby Rowley, Jr. (born August 2, 1913) is an American artist. He is known for founding the Richmond Concert Band in 1970 and serving as music director and conductor of the Richmond Pops Band since 1977. He is also the Chairman of the Board of the Richmond Band Association and a volunteer art teacher. He has been living in Virginia since 1989. Rowley was born in Pelham, Georgia but his notable achievements have been in Richmond politics. He is also known for being the artist of the portrait of Eleanor Parker Sheppard.
