Paul Q. Chow was a community activist and founder of the Angel Island Immigration Station Foundation. He was born in San Francisco in 1929 and passed away in 1998. Chow was known for his work in preserving the Angel Island Immigration Station as the Ellis Island of the West Coast. He led the effort to preserve and restore the site, which was designated a National Historic Landmark in 1997. Chow also founded the People of America Foundation, which aimed to promote understanding and appreciation of the immigrant experience in America.
